As the title suggests, I'm wondering if I can still take the drive down from SW London to the Surrey Hills and go for a ride. Obviously only riding with family or one other person.

Yes, it's allowed. The suggestion is to stay local if you can but that has a loose definition. The key is to maintain distance from others. Pretty easy when in the countryside

Anyway, yes is the answer. The reality is that honey pots like the Surrey Hills will be utterly rammed. QECP yesterday had cars queuing on the access roads.....madness!

Pretty easy when in the countryside

Less easy when heading to a Peaslake car park at the weekend 😉.

Yes you can, but unfortunately everybody else can and will. Make your own mind up wether it's sensible or not.
If you have to, park somewhere else than walking bottom, and maybe avoid peaslake and cold harbor.
