No self-respecting sub-editor would allow that to go to print with an "orphan" (single word at start of line) at top of second column.

If you look at the caption for the photo above it mentioned that someone is due to make a speach on April 2nd. I wonder if that paper was published on April 1st.

Notice also that it is a clipping and the internet searches will give you a more accurate story.
