This concerns me....
Police would not confirm at which point they began to pursue the suspect's vehicle, a white Iveco transit-type van.
Is that hinting that it might have been under chase before the pedestrians were involved?

Here we go again.
Words like scumbag etc are for comparing people against others in the normal realm of society. People who do stuff like this are not in that realm so it is pointless judging them on the same terms as normal people.
