Defaults on the last payment and you pay him back, tada, clean money.
Red flag-tastic.
1. He part pays and stalls, looks for an extension, then another. As he's paid a chunk already you may feel compelled to go along with it. You may be stuck with the car for far longer than is currently agreed. If he fails to settle, you then have to pay him back and readvertise a, now older, higher mileage car.
2. Why doesn't he just get a loan and pay up front? Broke? Bad credit rating? Proceeds of Crime Act a consideration? 1 x £17k alerts the banks but 10 x £1700 won't. Highly suspicious.
3. The agreed price relates to the car as it is just now. Even if he does say you can use it until fully paid, how willing would he be to pay in full if it had some wear and tear on brakes and tyres, needed a service, a couple of scuffs here and there? He's already talked you down from the asking price, he's likely to do so again if it needs 2 x tyres and a service.
4. Collision damage, even if not your fault, will devalue or possible write off / recategorize the car. He'd be a fool to keep paying at all, never mind the agreed amount.
Run away.

I guess the original question was whether this was a scam and, whilst strange, nobody has really identified it as a scam.
Well... so what? You think it's a scam but can't work out exactly how it operates, therefore it's all fine?
The fact that you felt the need to create this thread at all should tell you all you need to know. As I've said time and again, if you ever find yourself asking "is this a scam?" then the answer is always yes. Even if it is all above board, why chance it? You don't owe this geezer anything. (Yet.)
The answer to "I haven't got the money" is "come back when you have, ****ity bye" IMHO.

Include 'family' in this who you might think are uber reliable. Not so. People can be utter ****s when it comes to money and more so if they think they can trade on an existing relationship.

Also, I've found out the hard way that "I know you'd do it for me if roles were reversed" is a lie you tell yourself. When I've been on the ropes, the Venn diagram of people I 'knew' would help and people who surprised me by helping was almost two discrete circles.

When i suggested he just paid a deposit so i didn't sell the car and came back when he had the money he suddenly suggested he only paid £6,000 as his brother was a mechanic and said it was probably full of problems and not worth any more.

Being a 'car guy' I've sold a few cars for family members, single female friends etc. As long as it's described correctly and it's priced accordingly then any communication that is the slight bit out of the ordinary gets blocked/deleted immediately. 99% of people you deal with when selling something are potential scammers/time wasters/idiots.
"Best price M8?" Chipping down before even viewing, Wheeler Dealer type schtick? Deleted.
A genuine/normal person's communication stands out like a ray of light and has always lead to both parties walking away happy.

Sorry if my last post up there^ was a bit harsh. It sounded jokey in my head but reads a lot less so. Meant in jest not horribleness but badly executed. Maybe your Chef wannabe car buyer was just a bit of a fantasist and not really thinking things through rather than just being plain evil...?

don't worry, I come on here for abuse. I have a suitably thick skin and deliberately set myself up for it.
The DS911 is not quite finished, and I deliberately posted a photo from the worst angle. Since my reaction to the epoxy back in this September I haven't been able to do any work on it at all. The slightest exposure to the epoxy or epoxy hardener and my skin flares up again, I look like the result of a bad beating. This means I'm waiting for some guy who says he can help out perhaps in April, which is frustrating because the car is just sat at the drive taunting me. Let's hope we'll have something for the summer.
What it does show, however, is that someone who is proposing this sort of thing is inevitably going to cause issues. Even if you can’t necessarily identify what the problem/scam will turn out to be there certainly will be one. Always avoid this type of ‘deal’.

have you considered using polyester or vinyl ester to complete the project, rather than epoxy? Also it sounds like epoxy can still give off chemicals for a few days so you might be getting the allergic reaction when not actually working with the epoxy, whereas the other options go off quicker.
I’ve only dabbled with small little patches and projects, but my learnings from watching tub YouTube boat renovators is they generally suit up like asbestos contractors with full tyvek suits, respirators and taped gloves and ankles.
