What's the problem?
Right click file, drag file to Uploadr, upload.
I'd be surprised if you'd find anything simpler.

WIndows Live Photo Gallery, free download. Organize and edit your photos locally (including great stitch tool) and then upload to Flickr. Easy.

Sometimes the pics don't load into the uploadr window properly and instead show a little exclamation mark.

Fair enough, I've uploaded nearly 50,000 photos using Uploadr and never seen that, sometimes slow or dropping connection, yes!
