I got this one from a tat shop in Castleton, who don't have any more and have no idea where they got this one from
I've been requested one as a Christmas gift and I can't find them anywhere. I've checked Etsy, Ebay, Amazon

There was a chap on here who did a run of custom keyrings - I think his username was JoB. You could try him.

I'm guessing that whoever did them hand enameled them in small batches after buying them in from china.
£6.99 on ebay, also without the hand painted detail.

Just paint on the Union flag then enamel it.
don't you have to bake it to enamel it?
You can get enamels that you can use your home oven to cure.
Its difficult finding one of those but nigh on impossible finding one with those exact keys.
Just use a couple of coats of clear varnish.
