I see that Niner do an xs (14")29r hardtail EMD 9. Are the any good? If they are why are others saying that 29rs are only good for 6'+ people......i'm 5'4"!
If you try it and it works for you then its Awesome,
when i ride a 26" bike i feel like i'm riding one a few sizes too small, even though it's supposedly the "correct" size, i imagine you would feel the opposite, but the only way to know for sure is to try it

They are wrong!!!
The reason they say it is due to the hight of the bars relative to the saddle. If you like your bars and saddle level, a small 29er should be fine. If you like a racier, more front-weighted position, you might not.
Willow Koerber is 5'2" and races on a HT 29er with some success. See http://www.bikeradar.com/mtb/news/article/pro-bike-willow-koerbers-subaru-trek-superfly-elite-27994/ . Small 29ers can have toe overlap issues.
Plus it looks like you borrowed your dads bike ๐
Willow gets paid to promote what Trek want her to, look at the mods they had to do to get the bike to fit, deffo be better for racing on a 26"
Which mods are you referring to? Do you mean the stem? This is fairly normal for many pros on 29ers. Have a look at Burry Stander's http://www.bikeradar.com/news/article/pro-bike-burry-standers-specialized-s-works-stumpjumper-carbon-ht-29er-26230/ . I've got a 110mm - 17 on my 29erHT.
ed to get around the issues, adding a small spacer beneath the crown race to move the taper further down in the head tube, dropping the fork travel (and thus, crown-to-axle height) by 10mm, swapping to a -12ยฐ stem, and trading in last years riser for a flat one
Sounds like mods to me, spacer under crown race? -12 degree stem etc, and you think that is normal?sounds like someone needed a smaller wheeled bike
I've a 5mm crown race spacer. The 80mm fork and flatbars came as standard. Pretty normal stuff on a high end XC 29er HT. The severe negative angle stems do look quite strange though.
