Im looking for the correct word to use in a letter which best describes this:

Chap A asked how much time I spend doing job B. I said that at times job A can take up to 70% of my time. I later emphasised that this 70% was on occasions and not every day, but when it arises it can be very time consuming.

Chap A give job B to another department and is using this 70% statistic against me saying that my job has effectively been reduced by 70% and to do the math.

He is fully aware he is taking my comment out of context and that the 70% figure is ridiculous but is berating me with it.

What word best describes his argument? Fallacious?

What a twerp. Do you have some timesheet evidence you can use to show the real %?

"False" - because his argument is based on a false assumption

Well he's using the times you mentioned for Job A, but as far as I can tell you still have Job A. He took Job B off you.

Anyway, he's being an assclown and his actions fall under general ass-hattery.

Oh I know he is being an asshat clown -but hes definitely not being funny and Im now having to instigate a grievance procedure ๐Ÿ™

Ive got a few Im hoping to cram into my opening blurb and attack his insistence on the 70% argument such as

spurious
contrived
unfounded
specious
credulity

Just need to calm down, clear my head, think straight and write the damn thing.....

Use it against him. Show how only an unbalanced mind could possible come to the conclusion that taking the job off you frees up 70% of your time.
