Can anyone recommend a pair of baggy women's shorts long enough to cover knee pads for my relatively tall (5ft7) girlfriend? Ideally around the £50-60 mark.

I'm 5'8" and also like longer women shorts. Madison flo soft shell are a decent length and fit. They do them in other materials too. For comparison the flux are good but bit shorter. Although Madison men's shorts are pretty decent for girls too.
