Not cheap, but have used Dissent 133 gloves through the last few winters, but the whole set originally and repealed one of the shells when they wore out.
The layering works well, never get cold hands and of they get warm on a ride then just remove one of the layers.
If just windproof and not insulated is the brief, anything made with gore infinium.
using some arcteryx venta at the moment. Got them cheap for walking/scrambling but actually work really well on the bike.
Dissent here too. They are not really for very cold conditions but they see me through most weathers. The outers (2 types, showerproof or waterproof) are windproof which is a great deal of the battle in keeping warm.
As @paul_m says, not cheap but the full set does give you several options to juggle with according to conditions.

Rab Infinium Windproof gloves.
Was riding in them happily last night in sub-zero temps. They also work in cutting winds and drizzle. Not completely waterproof but the windproof fabric cuts out windchill, and damp hands dry out,
PS: I suffer cold hands in anything else.
I’m really enjoying my new Sportful Windstopper Essential gloves. Much better than the Rapha gloves I bought last year and forgot about. Both are interim in seasonal terms, not deep winter. But the Sportful gloves are well made, warm and wind proof.

Can you burn ours too? One pair are colder than bare hands, another just horrid loose liner and poor warmth.
I go with liner glove (cheap knitted or Roubaix) and a windproof Madison or Rab top layer.
Warm gloves = Montane winter gloves or Decathlon warm winter cycling gloves.
My usual "Glacier Gloves, but they kinda suck, but, it's worth it if they keep you warm". Today's sub-zero ride ended with me apparently having left the house an hour later than I thought and having to bail down fireroads in complete darkness, I was so glad I was in these stupid squishy things.
For me
Normal day - 100% briskers
Windy or light rain -100% briskers
Heavy rain or around 0-sealskin knitted gloves
Sub 0, no chance of rain-some sheepskin lined leather gloves I inherited 20 years ago.

Came here to say this. Compared to some Kilpis at £40, Sealskinz at £35, and a couple of other brands at similar prices that I've forgotten, the £5.99 Aldi winter gloves are fantastic.
I've given up on waterproof winter gloves, now I've given up on winter gloves completely. Too bulky, crappy liners, take ages to dry out, shrink in the wash etc etc.
12 months ago I got some gripgrab liner gloves. They are great, not had cold hands since. All my other gloves fit over the top so you can still wipe snot and mud on the suede bits, they are long enough to reach your wrists under your cuffs for extra warmth, presumably they are windproof, and you can wash them.
Madison DTE Primaloft are worth a look. Actually windproof, actually waterproof and really quite toasty.
Too warm really for the last couple of rides. One started at 5'ish and climbed to 9'. Hands were happy at the start but a bit warm after a couple of hours. Last Sunday was 10' and I considered riding a back to the car to change to something thinner.
The lining stays in the glow when you take your hand out too.
I tried briskers but was in between sizes and hated the plastic feeling palm. Tried some DHB 'deep winter' things from CRC and I'm pretty sure my hands were colder wearing them that if I'd have gone bare hands. Not even slightly windproof so donated them to my mum for log fetching duties.
im using decathlon winter hiking gloves, they are very impressive. not too thick so good dexterity.
I'm having good success with the Argon Skytec ones that are £6.99 on Amazon.
Personally I was very disappointed with the above mentioned Galibier gloves and found my finger tips got cold within minutes of riding on a cold day and certainly wouldn't trust them on a freezing winters day.
Anyone tried the eyewateringly expensive Rapha ones?
I have some Sealskinz Waterproof ones that coupled with a merino liner are warm enough to just below freezing. Trouble is they are not washable so now, after 3 years, the insides are getting a bit whiffy. I’m gonna have to replace them I reckon… I have some Sealskinz heated ones as well but the battery in the cuff is way too bulky and in fact the wrist closure doesn’t really reach all the way around with the battery in so it’s poorly designed/manufactured/thought out and I wouldn’t recommend them. More importantly the heating function is a bit meh as well.
Have a look at Sealskinz Ultra Grip - the knitted style ones.
They are quite slim, no annoying liner and keep my hands warm and dry for riding down to about zero deg.
Dexshell do some gloves that look suspiciously similar too, and may be cheaper.
Here's a weird thing though.
Ride in to work in the morning, average temp 2deg, lowest 1deg. Thumbs painfully numb after just a couple of minutes riding, by the time I get to work I have to shower before my hands are dexterous enough to go and lock my bike . Ride home from work, average temp 5deg, lowest 3degs, no real issues at all. OK, my hands aren't lovely and toasty (stupid gloves) but also aren't blocks of ice.
Average difference is only 3degs. That's not enough to make that sort of difference to my hands, Shirley?
more core layers equals warmer hands.
if it's chilly chilly you'll find me in 2 layers of down and wool i find this then keeps my for warm enough to spare heated blood for my extremities so i can then wear thinner gloves.
my favourite pair has always been the gore windproof or weirdly a pair of nike golfing gloves, these have a really long cuff which helps cut out gaps between sleeves and gloves
MTB or road? What temperatures? 'Winter/windproof gloves' just isn't specific enough for a decent answer. Some peoples 'winter' is -10 but there's no chance I'm going out in anything THAT cold!

I rode to work that day the temps were silly cold a couple of weeks ago. It was minus 8 on the way into work that day, and my hands were equally cold then as the ride in yesterday. In theory the Sealskins are both insulated and windproof, and should be fine, but aren't. Clothing choices aren't the issue as I'm wearing the same thing morning and evening commute and my hands are only really cold on the way in. Some other mechanism is working here...

I'm on my second pair of Harling (Dragon eye renamed..) only because I left one ontop of my car & drove off, for 10C or lower cold weather use, and have a pair of the Marsham for proper minus temps. Neither of these pair suffer from the inner liner pulling out
