Just picked up a set of hope hoops with Stans Crest rims was wondering do you need to replace the green hope rim strip with the yellow tape to run these tubeless.

Yes - yellow tape to convert.
You can get a Hope Hoops conversion kit which is good value - includes tape, valves and Notubes fluid.

3M crossweave tape does exactly the same job and is much cheaper. I've taped up loads of mtb and road rims and not had a single leak.
