As I'm the only one in work who rides bikes, I'm seen as the font of all knowledge as to anything bikey. On this subject, I know nothing! One of my colleagues is going touring for 5 days in Normandy, B&B's for the nights so no need for tents, he has a giant roam with rack bosses, and has set aside £100 for a rack/pannier/mudguard combo. Any suggestions?

I bought Ortlieb panniers plus OMM rack. Despite 4 days of heavy rain in the West Country, everything was kept dry. Will not come in under £100 though!

Not much choice for all that under £100.

All the decent brand stuff is fine, look in a shop and get advice (if anyone still does that these days).

Budget trailer can be had for about £65 brand new on flea bay. Reviews on Amazon point to it being ok for price. Considering one myself for Pennine Bridleway jaunt this summer 🙂

A Blackburn aluminium carrier would be fine for that and costs about £30. You'll need £20 for mudguards thus leaving £50 for panniers which won't get your Ortlieb but it would get you something perfectly acceptable from Avenir or Axiom:

If he's going in the summer, he could probably get away with no mudguards - a rear rack will keep quite a bit of spray off anyway. Look at a Tortec rack (£30-£40), cheaper than Tubus but still perfectly good. If it's just a one-off tour, he could just get creative with some Alpkit Airlok Extra bags as they'll strap on fairly easily and be pretty cheap. Panniers are generally good or cheap, not both, and Ortlieb, Vaude, Altura are worth the money. The Crosso ones seem very good value, but I've not seen a pair close up to say for certain.

Altura Arran are good quality and can be had for £50 ish
Topeak Super Tourist rack at £35 ish, there is a disc version depending on which Roam he has.
Zefal Paragon 700x45 mudguards about £19

Shop around you should get all that under £100. All good kit. I'd use plastic bags inside the panniers as extra reassurance, builder's rubble sacks are better than regular black bags.

I have a super tourist and Ortlieb back rollers. Use them for commuting too (far too big for that really, but as I have them I may as well). I hunted around for the panniers and got them at a half decent price but it was a couple of years ago now and I can't remember where from or exactly how much!
