Is there a hope BB tool that will let me check they are tight with out having to take off my cranks? If so which is best.

All external BB tools are either C or ring spanners, so you need to take your cranks off. But its not that hard to do.

What do you mean by tight the bearings or the cups?
Bearings you will feel play voa the cranks as they are a better lever than your fingers
Cups then everything I am aware of requires taking the crank arms off.
If they are loose I would assume you have thread issues
