Because it's a 46/36 which are chain ring sizes pretty peculiar only to CX. Road compact is 50/34.

Because they come with 'cross friendly gearing rather than road gearing.

Leg friendly until you spin out on a 46 / 11 combo at 30mph... If you love super high cadence then go for your life.

while this reminds me can i change the bottom ring to something a little smaller on my (same) chainset without screwing the gear changes

IMO for real cross gearing the inner ring is too small and the big ring too big! I run 39/44 with a 12-27 cassette, having said that it very rarely touches the 39 anyway.

Agree with Blazin completely here, if you need a 36 then its quicker to run

No-one, you take a standard 130mm bcd road chainset and put your own rings on.
38/44 with 12/27 cassettes here as well.
