What is it. Do I need it or is it rubbish ?

Any brake bosses on the frame?

It's a Shimano equipped road bike with rim brakes. I only have one of these bits. There is always the chance that it doesn't belong with my bike and was just bagged up with the rest of the accessories (bells and reflectors) by accident

any of the bells reflectors attached using a plastic strap, this screws in to tighten the strap

I think we have a winner. I just tried it and it fits rather neatly under the bell just above the strap - I'll throw it in the back of the drawer and forget about it now - thanks.
