Won't the new SLX 10 speed shifters do the job? Pretty sure the sprocket spacing is the same for road and MTB. A quick Google shows £43 to £65 for a pair. So not much different to the Ultegra. SRAM X7 is similar price and you would need a SRAM rear mech too.

Wait till Deore goes 10 speed comes out but I wouldn't expect a much lower price new TBH. Otherwise wait and trawl the Classifieds.
