It was attached to a bike by somebody using tools. They must have thought it served a useful purpose.

Because they could, for a laugh, in the hope of starting an internet meme, in response to one of those internet things like the one where you have to take a photograph of your cat with something on its head, only it is doing silly things with your bike.  All seem as plausible as explanations in which it serves some functional purpose.

^ Chief's right you know. That there is a bona fide child seat mounting bracket, Bobike make something like it, but I can't now recall the exact model.

Popular in the Netherlands (the reference to rudder made me s****).  It has the dual purpose of preventing future requirements for the seat that was just removed!

Ok, that makes sense, it's for mounting a child to your handlebars. And I thought it was something dangerous.

Having a child on the bars is completely safe, if you compare it to doing laggan, on an ordinary.

and surely, nobody is that crazy?
