There is already a solution for the problem, and removing the front wheel doesn't require fitting chunk of metal to your bike.

Apart from massive stem stack height to impact on your tackle in the event of a sudden stop, the chance of a technical failure resulting in loss of control, no, apart from that it looks fine!! 😀

fit a headset spacer with a couple or grubscrews through it and use seat QR's instead of stem pinch bolts. Sorted.

I have to say I think that it's a rather good idea for cheap commuter bikes. It's clearly not intended for high end bikes as it relies on the bike using a quill style stem. Good luck to him.
agree'd with what 'edd' said!
better to use an NVO stem, as Dahon use on its folders. Then you just pop the stem off the top of the steerer so the bars can go flush with the frame:
