I've seen one of those! It's supposed to clamp onto the top of your existing post to turn it into a suspension post. They are rubbish and a pain to fit. Hilarious looking though.

It's a clever idea. The travel is vertical so there won't be such a heavy side loading on the shaft. Theoretically it should have a smoother action.

How well it's executed is another matter though.

Edit: I've just bought one to check it out. Looks suitable for one of my Penance bikes. ๐Ÿ™‚

Zoom used to make decent gear back in the day. I might get one for my steerer tube, that would liven up my rides ๐Ÿ™‚
