Water soluble reflective spray paint. Probably got glass microspheres in it like the Proviz gear?

I was wondering about tagging our local urban hedgehog population down our road. A few % better chance of surviving the traffic?
i intend to carry a can attached to my handlbars in the winter so I can spray a kn0b on the backs of all cyclists in london without lights in the dark.
In fact I can see many guerrilla graffiti uses - spraying onto cars who nearly kill me, catch them and write on a warning to cyclist to keep clear.
water soluable so when it rains no one can see you?
it's just another way to blame cyclists when a collision happens and for drivers to absolve themselves of responsibility "why didnt you have your Volvo life paint on?"
Looks like it works well.
Water based is just when sprayed, when the water evaporates it becomes water proof like water based varnish, car paint etc
Retroreflective glass microspheres I hear from the supplier, Albedo100, looks like they get them from a Swedish company.
Some oil rather than water based stuff from them too:
