Would I be able to run 35mm Victoria Hypers and 'guards?

I was looking at these but ended up with my Jamis I did ask that same question and got the following answer: "The Substance can happily take a 38C with a mudguard accept a 42C without. Depending on the rim width it can go as wide as 45C."

Would you not rather get a Voodoo Marassa and have tons more tyre clearance?

The Marassa doesn't have drop bars or a steel frame.
