Do they exist?
I have long legs, especially my thighs. This means tights get pulled down in the crotch, so the pad is never in the right spot, so was thinking of unpadded tights over normal shorts.
I prefer windproof as you can use them in all conditions.
Any ideas?

Yep. Check out Rapha, Castelli, and Gore, I think.

Pearl izumi amfib bib tights with/without pad. Spendy but good.

I wear normal bib tights with "waist tights" over the top.
dhb sell normal or roubaix versions on Wiggle for £30-40.

The problem with the gore kit is I need the xl to get the leg length right, but then the waist is massive as I am a 32. It's okay over my thighs, but flares out from the hips.

The pearl Izumi looks interesting as they are a much narrower cut, but they measure from the ankle for inner leg.
