Seems to be either GT85, Baby wipes or a Mr Sheen type spray.
Do you concur or is there something else...?

Try Armorall
Can be bought from halfords
I spray it on , brush it all over with a paint brush ,leave it overnight and wipe off next day

Petrol or fairy and water.
Then Mr sheen. Avoid the brakes!

How about soap and water ?
Carbon doesn't need anything special you know. It will not dissolve.
