Interested because am looking at upgrading.
They claim they exchange any frame for $600 off new frame price.
I spoke to them about it, all they requested was to send a picture of the frame cut up and the frame number. Couldn't bring myself to cut the frame up, so flogged it and bought one when sold.
Quite a while ago, at least 7 years ago when I put a big dent in the downtube on a Turner Flux that I had.
They were excellent, gave me the owners discount against a new front triangle.
Turner bikes are expensive, but the customer care is first class.

Thought about it myself, the current exchange rate gives about £400 for $600. I'd probably see if I can get £400 the frame first off before trying the exchange route. Just so there's less hassle.
That puts a Raw Burner frame at about £1295 which is bloody good imo.
Only thing was the shipping costs are very large, like $578 for a flux frame, and then add on any other duties, etc.
If you know someone in the US I am sure you could get shipping for less, I say someone on US ebay quoting an awful lot less for shipping a Sultan to the UK, and using a big name shipper as well.
I have a flux I could trade, but when I looked there was no real saving.
I emailed asking Dave Turner about it, he said it's basically not available in the UK, becasuse the shipping costs negate the discount.
I did it about ten years ago. Shipping then was via usps and cost about $60. Guess they've had to change carrier.
Is your frame broken? If not, I'd have thought you'd still get at least a few hundred quid for it (worst case scenario). And, when it comes to getting a new frame, shop about...I've never paid full price for any frame, however new or in demand it was. I think you'd save more than the Turner deal this way - ignore the exchange rate. I've bought plenty from the US, but never to save money.
I did it 10 years ago, cut the BB out of my cracked 97 XCE and got a 2005 5 Spot for £800ish delivered. Shame it doesn't sound viable any more.
shipping costs do sound stupidly high, I have sent heavy speakers and amps out to the far east for an awful lot less.
