Yes it can.
Rolling D's work with just a couple of wraps of gorilla tape.

yes its not that difficult, there's loads of posts & guides on the UK Fatbike forum

works V well...

Just done a 29+ too.
Rabbit Hole rim and 29x3 Knard tyre.
One wrap of gorilla tape and it went up dead easy.
