If it's a tight fit, then a bit of grease
Ti-Ti is fine because they are identical materials and therefore no risk of galvanic corrosion however, I'd still apply assembly paste to stop it creaking and meanng you don't have to over-tighten the clamp
Regardless, it's good practice to take it out or move it around once in a while. Make it part of your servicing routine.
Grease. You could still get galling or some other kind of bonding, titanium can be prone to that.

Actually copper slip is what I use ..wipe it off and re-grease periodically
Galvanic corrosion is not the only mechanism for corrosion so it is always good practice to apply some grease.

Have a good look and make sure that there isn't a carbon or aluminium insert in the seat tube
