I am aware of the received wisdom that you never slag off your current / last employer to a recruiter. However, how do you then explain why you are moving?
tell us* the truth - we don't care if you slag them off. Just never, NEVER EVER do it in a interview

[Serious mode] Tell them what you want out of your next job. From this they can deduce what you don't like about your current one without you actually saying it [/Serious mode]
As above, you can be reasonably open with a recruiter. Avoid slagging off but def worth pointing out the reasons for you leaving.
If done correctly, you can use this in an interview: outline the ahem, challenges in the last role, explain how you tried to improve/resolve the situation (include any improvements made from your actions), identify anything that you would have done differently. Unless someone is simply looking to hire a "yes" man, then they will appreciate someone to actively seeks to improve the team.*
Overall, phrase it from a managing your career aspirations perspective rather than simply getting away from a rubbish company.
*admittedly this can depend on the job, workplace, manager and company culture.
