Is that a hint of victim blaming in there?
Pointless statement to make about the helmet or how close to the car he was, as the driver is clearly lining him up.

That's disgusting, what's the country coming to? He want's making an example out of.
The cyclist, who is not wearing a helmet and appears to be close behind the car, crashes into the rear window, smashing the glass.
It might not be so much victim blaming as pointing out the higher perceived risk the driver is taking with someone else's safety...
Anyway the video looks staged to me and it states that date/location and people involved are unknown so it's sort of a non-story really...

If that was staged they hired a real stunt man to do it.
