Try it and see? If you have any spacers on your steerer tube you could always shim it up a bit if it's too low for you.

I always find all bikes are diffrent, so alway have to play around with the stem length, spacers and the rise on the bars. The angle of a stem can be easily made up with a spacer usually.
Try it and see if feels ok and tinker if needed.

As they say it aabout outtu=ing the bars in the correct place and you can achieve this in many ways

4 spaxcers under the stem and flat bars

4 spacers removed and risers with 10 degree stem etc
Personally I dont think you will notice the 2 degree rise difference

It isn't, you're over thinking it. 2 degrees is going to make sod all difference. If it does (or, more likely, you think it does, play around with bar height).

yes you are overthinking it
What you need to do is get the bars in the correct height and you can achieve this in many ways by altering the three factors - fork steere length, stem size/rise, bar size/rise
For example

Short fork steerer, massive anglkes stem and risers

Long steerer, some spacers and flat bars

Something inbetween these two extremes to get the bars to the height you want

2 degrees rise on a 70mm stem is only worth 2mm height difference ) Don't worry about it, if you do maybe get 2 x 2.5mm spacers and swap for a 5mm that's probably on the bike now, lets you drop it the same amount.

I am probably missing something by suggesting you keep what you have? If it is a different bike is all the rest of the geometry exactly the same because you might be starting from scratch anyway.

That was probably redundant though so I will go with the, have you spoken to Hope? I bet their legendary customer service and easy ability took do one-off pieces would have you sorted in no time...
