Fit a garmin stem cap mount to this little lot?
is just a case of getting a longer bolt for the bung(?!) and doing away with the existing black top hat on the top so I can fit one of these
The answer seems obvious but asking anyway in case I’ve missed something

Sorry, This doesn't really help or answer your question other than to say I use the K-edge adjustable MTB stem mount so it fits under the stem cap so the Garmin sits above the Stem. This mount replaces one of the stem spacers or requires a smaller one to be fitted under the stem.
I thought that expander plugs should sit where the stem clamps the steerer tube meaning yours would have been sitting way too low. Assuming the current top cap isn't an integral part of the expander plug then yes you should be able to swap the top part
@keando I have looked at those and they are very much on a watch list but mostly wondering if I can do the same thing with “spare” parts I already have

the expander plug is / was / still is in the steerer where the stem is, just screwed in together for the photo so I don’t drop and lose anything.
