OK so Im thinking about stripping a very old steel frame and re painting not too worried about getting it done by a pro more a DIY garage attempt...

can it be done with aerosols and be a reasonable finish????

Do i need any special base coat before primer ??

primer 1 coat or 2

colour coat 2 coats enough?

and do i need a clear coat

Couple of coats of primer, 3 at the minimum (thin) coats of colour then a couple of coats of clear lacquer should do the job - rub down lightly with fine wet and dry between each coat. Not a particularly cheap option at £6 per tin - that's almost 20 quid if you can get by with 1 tin of main colour (unlikely).

The Chopper cost me around £35 in paint and my latest project, the Dirt Bike, took 3 cans of colour and 1 of lacquer (it had already been powder coated white which served as a nice base coat, saving on the primer). Not cheap but rewarding to think that you've done it yourself - the finish does chip easily though, particularly if not lacquered.
