Does anyone know if and when this will happen again? Not sure when it last happened, but it was on the go in June 13.

As far as I know it's not an annual thing and not dated in anywhere to happen again.
I say this as I needed to replace my helmet early this year and spoke to my lbs about it and this is the reply I received.
However recently they ran a Kask promotion offering the same thing so perhaps you could keep your ear to the ground and wait for a similar promotion?
