Looks like you can get at it with some needle nose, or even regular, pliers.
I was going to say it shouldn't be in there too tight, but well....if you snapped a bolt head ๐
hacksaw a slot into it (being careful not to cut your downtube in half) then unscrew.
The thing is the circular bit at the base of the bolt is loose so the bolt is just spinning...
You can lift the edges of the rivnut and drop the whole lot into the downtube. As long as you can then get it out ether the head tube or BB...

That was probably worth mentioning in the OP. I would have a word with LBS about removing, and fitting a new rivnut.
....or you could have a crack yourself.
njee20 has it, but id use a dremmel to take away the nutsert (or rivinut) edge first,then just tap it into the frame and out of the bb or headset. A good garage will supply a replacement.
