is it unsafe to use say 1.5-1.75 inner tubes in a 2.25 tyre?.

Nope, I've had 26" tubes in 29er tyres too.
Repair patches don't stick through and sometimes they're a PITA to inflate, I had some wheels where i tried that and the bead sealed before the tube was inflated so you ended up with 2 air chambers inside the tyre!

may puncture a bit more easily but usually works OK
