Does reach and stack always trump ett and seattube length when working out bike fit? I am considering buying a frame where the first are spot on but the second a little short compared to my current bikes. It used to be a lot easier when you just bought a 20" frame and didn't know any different.

Yes, pretty much. Seat tubes are shorter to accommodate longer dropper posts.
