3T should fit in with your budget, Cinelli might be a little out of yur budget.

ritchey classic,no cable grooves in bars though

Deda make a bar called a Speciale that comes in a 26.0 and 31.7mm bar clamp that look retro and has roves for brake lines too.

Another vote for Ritchey Classics, although might be slightly over budget
