Right, I may be being a bit thick here.....
If I purchase a Garmin from a store in France will it be usable in the uk or will it come preloaded with French maps etc. Or do you just select your region...

The device will work in the UK no bother.
The maps installed depend on the device so you would need to check the specific one your buying to see what comes pre-installed (if any)
It will function, but will refuse to plan a route unless you confirm you are wearing a Beret, have a string of onions round your neck and are smoking a Gauloise.
It may also instruct you to burn sheep and/or block a ferry terminal...
Any attempt to do a firmware update will be met with a shrug, but that's not region specific, just a standard Garmin feature...

To give a non stereotyping answer. Be careful to check the base mapping. If it's to be used for biking or walking such as an Edge or Oregon family, it doesn't really matter as most of the base mapping is rubbish and will need upgrading to OSGB or Talkytoaster online mapping. If it's for navigation in the car and you want routing, traffic camera alerts etc, some models only have mainland Europe and exclude the UK. We live in Spain and bought a unit for our camper from Carrefour which has this mapping, we call it the Brexit edition.
Cheers. I’m looking at a the edge 520 plus. I mountain bike, but I’m terrible at finding the same tracks twice on not so familiar territory!
Not used a gps/comp got navigating on bike before so it’s going to be a bit of a mine field learning how to map routes, upload them etc!!
Anyone got any feedback on the 520 plus that has used it for what I’m after?
The screen on the 520 isn't really big enough for a decent view of mapping, it's better as a training tool and for simply following a line. On a limited budget i.e c:£150 I'd recommend an Edge Explore as it has a bigger screen and you can upload decent mapping via OSM or Fietsmap. They were recently available on Amazon for £129 but I think that's gone now. You can upload other people's routes wirelessly using a smartphone and apps such as Strava, Komoot or Wikiloc
