Update:

Good News/Bad News

Good: Replacement frame arrived in short order. Seat tube is not ovalized and bottom bracket welds are acceptably clean.

Bad: Seat tube is still oversized,

BUT it fits a 31.8 post, which I had purchased the last go around, so I think I am all set. I dont know why they have the spec listed as 31.6.

I'll post again when all built up.

^^^^^^^

.....and don't give a shit, otherwise they'd have accurate information on their site instead of incomplete and plain wrong.

The original frame they sent me had a seat-tube that was oversized AND ovalized. The right/left of the tube measured around 31.86 whereas the front/back was closer to 32.1
