I normally wear 45, but get 46 in cycling / sports shoes. Just bought some shimano m501’s and these seem a bit short in 46 - is this normal?

yes.
I wear a 44 in most things - from workshoes , safety boots , casual trainers, ghillies brogues - except running shoes from decathlon which i wear a 45
In shimano i wear a 46.
IME they are always short.

Yup. That is my experience too. Shimano sizing is a little smaller than most other manufacturers
