On step 9 of this tutorial how long should it take for the oil to come out the bleed nipple and into the bag? I have done the quarter turn but only a tiny bit seems to be coming out.

It shouldn't be about time. Is your caliper directly below the lever?
Tried opening the nipple a bit more?

If it doesnt work still. Replace the bag for a syringe and pull the fluid through. Or just skip the step. I never see any bubbles with this step anyway.

Providing the brake system is filled with fluid and you've got the syringe filled with fluid at the lever, then with each pull of the lever you should see fluid exiting the calliper bleed nipple.

Before you release the lever close the bleed nipple temporarily.

As Chris said this step is just a measure to make sure that there are no remaining bubbles hiding in the calliper. My experience is the same where hardly anything ever comes out as 99% of air should be removed by the initial back-bleed.
