Are you sure they're not just in the paint - can you see them on the inside?
Yep, not just the paint as I can see the cracks on the inside
Don't drill - it really needs a proper repair. A bodge that works is to braze a washer over the hole, then cut the slot again. But it really needs the attention of a framebuilder.
And a correctly fitting seat post.
Is that slot in the side of the seat tube, rather than front or rear?

Yes. Too small post would cause "gathering" and give this result.

I wouldn't have thought a side facing slot would be the best idea anyway.
I had that on steel frame but worse so had that bit cut off and a braze on collar with a bolt instead Argos in Brizzle did it for me
