is a 44cm bar 44cm wide at the bar end (widest point) or is it measured elsewhere?

I asked a question about bell laps last week qwerty re what size to go for but got no response. I usually use 42cm bars on the road bike but presume that 44cm is a medium in the bell laps. I would have thought there is an additional 'flare' on the drops and it's not counted in the overall width.
