saggy chain

im trying to set up my gears but when im in the high gear my chain is so saggy and starts touching the rest of the chain, ive taken about 3 links out, and its still same, is this something to do with the chain or the position of the rear mech?

to get the chain length right loop it over the big chainring and the biggest sprocket at the back and NOT thru the mech. Add two links and that should be the chain right length.

i had the bike upsidown when i noticed it was saggy but does that matter?

the chain is bang on when i dont put it through the derailiers no links needed to take away or add
