I have some new hope hoops with the 3 bolt rotors but have noticed they are going quite rusty.Has anyone else experienced this?

Rotors are steel, ie they'll rust. Wire wool will take the rust off the arms - riding your bike will take the rust of the braking surface.

I think Hope rotors are made from Stainless Steel, the 'rust' you find may be the residue from sintered pads rusting on the rotors.

Your SPOKES are going rusty...???

Don't want to sound snobby, but if it is indeed rust then they can't be stainless. More 'budget-oriented' bikes have galvanised spokes which do indeed corrode.

As for the rotor: is it on the 'surface' of the rotor, or inside the machined-out bits? All the Hope rotors I've had go rusty there, but it doesn't affect anything.

stainless steel can still rust if not looked after. it just stains less.

Indeed it can, but I've never seen SS spokes rust, even when I've scratched them, bent them, snowflaked them and generally not cleaned them.

Bollocks

Stainless does not "rust" as you think of regular steel rusting with a red oxide on the surface that flakes off. If you see red rust it is probably due to some iron particles that have contaminated the surface of the stainless steel and it is these iron particles that are rusting. Look at the source of the rusting and see if you can remove it from the surface.
