Probably not, but I'm assuming the green lump is some sort of motor assist as his legs don't look up to the job unaided?

The green thing looks like a car brake caliper which I would think he needs with those wheels as a bike brake could not cope.

I agree with andyl - green thing is a car brake caliper.
