[Closed] Rock shox monarch Tuning Bands?

Fitting 3 of these to see if I can ramp up shock a bit, got the air can off and rings on but where do the go on shaft top or middle?
if seen various pics online but seem to show different positions.

At the top (wider part) then pushed down against the seal retainer.
