Anybody know if the new path between Moor rd. and Brinscall is open?

Chatting to a walker the other day and they seem to think it was - bed rock covered with sand. Went through Wheelton plantations the other day and it looked open.
Think it will eventually go to Bacup.
If you check it out post on her.
