My old marin that I use for touring is looking tired, I had a cheap (friend of a friend) respray a couple of years ago and to be honest it looks cheap and the paint falls off very easily.

So recommend me a sprayer who can take the shoddy old paint off and make my frame look pretty again. Frame is Alu if that makes any difference.

I'd get it powder coated rather than sprayed.

I'd second powder coating. Treston in Southampton charge £30 including paint removal. A great job they do too!
