I have a set of road bars with bits of foam and sticky stuff still stuck to them. I have tried a hot soapy water and elbow grease but it's not shifting. I used to use disk brake cleaner to shift this sort of stuff but my stocks are depleted.

Whats good at shifting it.?

stanley will remove the remains of foam and tape , leave the sticky stuff and just tape over.

nail varnish remover, its wonderful stuff i wouldnt use it on carbon though

Yep Acetone (what's in Nail Varnish remover) or try Cellulose thinners. You could even give White Spirit a go in extremis. I'd also be very cautious with carbon.......

Unless you want to sell it, I'd just tape over it. The extra glue will help keep the new tape in place.
