Germany and whatever the best for your budget is.
I picked up Sidi's for not much more earlier this year.

Just bought some of these: Mavic Ksyrium Elite Maxi Fit Road Shoes 2015 from CRC for £69.99.

Comfy, roomy and stiff enough - disco slippers.

Try on different brands if you can. Some just feel rubbish on my feet even though they are lovely shoes.

I got some Northwave ones in the sale, super reduced on Merlin and they are fantastic, best I have tried. But it is mostly because of the fit. I really wanted some Specialized shoes as they were lovely but they just did not fit 🙁

+1 for fit, I had some specialized until they fell apart (they were VERY old though, 15 years or so).

TBH I don't think it's possible to beat Shimano for value and quality. I've got R171 in the wide fitting.

Also budget for insoles, some stock ones are better than others, but £60 getting some custom sidas or £20 on the correct height BG insole in a cheaper shoe is money well spent.

I've just bought some Northwave Jet Pro SRS from Evans in the sale. £99 down to £60 plus an extra £6 off with the discount code (search this site).

Make sure you find the wide fittings for the various brands, rather than going up a size or two.

Shoes HAVE to be tried on first and then you can go surfing for price.

Bont Riot - you may just find them in budget. For the price they're ridiculously good and stiffer than most top of the range shoes costing several times the price.

Plus, as they heat mouldable, you can adjust them to fit perfectly (whihc makes them good for buying online).

Have a look at their website - they provide templates to accurately size your feet so you get the right size.

EDIT - £85 here

EDIT2 - £80 here

if your feet are wide and/or high instep then Diadora are very good. I have both, and after getting some Chili MTB shoes many many moons ago, now own 3 pairs of Diadora. CRC, and Absolute Cycles via ebay both have nice decent quality (eg carbon soled) for ~£50.

You need to try them on. Shimano are good solid, middle of the road, good value, not-to-wide, not-to-narrow shoes.

I have very narrow feet and am wearing Spiuk R16Cs. Great value but not very wide. Sidi come in two widths, Northwave seemed wide to me. Bont are very wide.

I also have some Specialized off-road shoes and these fit OK too.

My Shimano road shoes are noticeably narrower and shorter than my Shimano mtb shoes. Both are size 44.

Not all Shimano shoes are the same fit IME. (talking mtb shoes, never used Shimano road shoes)
